Cold storage is the property type where the most expensive thing in the building is also the most clearly reclassifiable, and where the second most expensive thing is clearly not. Getting both right is the entire study.
The signature fact: the refrigeration plant is removable equipment serving the product, and the insulated envelope that holds the cold in is part of the building. Compressors, condensers, evaporator coils, refrigerant piping and the controls that run them are 5-year property. The insulated metal panel walls, the vapor barrier, the underslab heating that stops the ground from frost-heaving, and the freezer doors set into the panel line generally stay 39-year. A study that reclassifies the envelope because it is “part of the refrigeration function” has confused what the system does with what the system is.
What reclassifies in a cold storage facility
5-year personal property (Section 1245)
- Refrigeration machinery: compressors, condensers, receivers, evaporators and blast cells
- Refrigerant piping, headers and the valve stations serving the equipment
- Refrigeration controls, alarms, temperature monitoring and logging systems
- Ammonia detection, emergency ventilation and the machinery-room safety package
- Dock levelers, seals and shelters, plus refrigerated dock equipment
- Backup power serving the refrigeration load, and its transfer equipment
- Material handling rough-ins, warehouse low-voltage, security and CCTV
15-year land improvements (Section 1250)
- Truck court and trailer paving, approach aprons, employee parking, curbing
- Yard and site lighting, fencing, gates, drainage, monument signage, landscaping
- Condenser pads and yard equipment pads where they are site work rather than equipment supports
39-year structural (Section 1250)
- Insulated metal panel envelope, vapor barrier and roof assembly
- Underslab heating or ventilation systems that protect the slab from frost heave
- Structural slab, foundations, structural steel and freezer doors set in the panel line
- Building fire protection, including dry-pipe systems serving freezer space
- Offices, restrooms and standard interior finishes
Two lines worth the engineer’s time
The machinery room versus the machinery. The room is building. The equipment inside it is not. The distinction is easy to state and easy to lose in a lump-sum construction cost, which is why the mechanical schedule and the equipment list belong in the study file rather than a single line reading “refrigeration system.”
Retrofit versus purpose-built. A converted dry warehouse carries a different split than a purpose-built freezer, because much of the retrofit spend went into envelope and slab work that stays long-life while the equipment was added on top. Both can land in the published range; they get there from opposite directions.

FAQ
Are the insulated panels really 39-year property?
Generally yes. They are the building’s walls and roof; the fact that they are insulated to a high R-value makes them a better wall, not a piece of equipment. This is the single most common place a cold storage study overreaches, and it is also the most visible one if the study is ever reviewed.
What about the freezer doors?
Doors set into the envelope are typically part of the structure, in the same way an overhead door in a warehouse is. Door operators, air curtains and strip curtains are a different question and are evaluated on their own facts.
Does the ammonia system change anything?
It changes the safety package, and that package is equipment: detection, emergency ventilation, eyewash and the machinery-room controls all serve the refrigeration plant rather than the building. It also changes the documentation you should keep, because an ammonia plant is inspected and its records make the equipment schedule easy to substantiate.
